Competencies are the behaviours and technical attributes that individuals must have, or must acquire, to perform effectively at work. A competency framework defines the knowledge, skills and attributes required by individuals in order to perform their job and to ensure that they have the expertise needed to add value to the business.

It also forms part of the HR Strategy around recruitment, retention, leadership development and succession strategies. A competency framework also serves as a training needs analysis plus is an essential part of the performance evaluation system serving as a guideline on how to properly evaluate how well an employee is doing.

The levels/steps are succession competencies which people will need to acquire or learn in order to move up through the organisation.
